You might face this issue during bulk operation. It means the file is more than  ‘20000000’ bytes and it cannot be uploaded above this size.

 For the issue here with respect to the import limit, currently it would not be feasible to increase this limit on a test site.

The only solution for this is to use multiple smaller spreadsheets and perform the same bulk operation.
