The 10216 error occurs when you check ‘Yes’ against the ‘For items not sold on eBay, only allow payments from users with confirmed address’ option. 

Configuring your payment receiving preferences in PayPal under Profile >> My selling tools >> Getting paid and managing my risk >> Block payments (click update to access), allows you to choose what payment filters you would like running at all times to minimize fraud.
