Currently, report builder is available for standard as well as premium Revenue Story accounts. This is by default available on test sites.

The option that you see on your dashboard is a demo site. 

Use the URL - https://<test domain name>.revenuestory.io/report_builder to access the report builder feature on the test site.

Note: This feature is available for all paid Chargebee plans.
